A renewal of an EU-Morocco fisheries agreement without exclusion of Western Sahara waters could necessitate consideration by the POLISARIO Front, a rebel movement working for Western Sahara’s independence from Morocco, of further legal avenues in order to protect the Saharawi people, said Mohamed Sidati, minister and representative of the Polisario Front in Europe.
Sidati wrote to member states about the proposed new protocol to the EU-Morocco Fisheries Agreement after a draft negotiating mandate failed to rally support of the qualified majority required. The European Commission and Danish EU presidency proposed the draft.
He wrote the European Parliament’s negative vote—referring to MEPS rejection of a proposed extension to the controversial EU-Morocco Fisheries Agreement—forced the interim protocol to be revoked along with the withdrawal of EU fishing vessels, partly because of the Commission’s failure to ensure the suggested protocol complied with international law in its treatment of Western Sahara."
